We use ENVI to extract bright temperature of band 31 and 32 to calculate SST from MODIS 1B data , but We wonder whether the values read from ENVI are bright temperature because the value looks too small, about 10.

I don't know what ENVI would be doing, but the scaling mete-data stored in the Level-1B is to convert the digital counts to radiance. The conversion to BT is not provided in the Level-1B file.
